Electric companies must develop distributed power plant programs to procure grid services from customer-owned distributed energy resources including battery storage devices, load control devices (smart thermostats, water heaters), and electric vehicles

Customers may enroll directly or through third-party aggregators in standard offer, open access tariff programs; electric companies cannot require additional meters, security deposits, or collateral for participation

Eligible grid services for compensation include system-wide peak load reduction, local peak demand reduction, zero emission electricity provision, transmission/distribution upgrade deferral, voltage support, and emergency services

Public Utility Commission must adopt five-year procurement targets with annual increases and performance incentives (including potential financial penalties) for electric companies; annual reports on program status required by January 31

Initial program filing required within 120 days of effective date (91st day after 2026 session adjournment), starting with battery storage for peak load reduction; load control devices and electric vehicles must be added within 12 months of initial approval
