Establishes the Behavioral Health and Deflection Committee within the Oregon Criminal Justice Commission to administer the Behavioral Health Resource Network grant program and the Behavioral Health Deflection Program

Transfers oversight duties from the Oversight and Accountability Council (which is repealed) to the new committee, including administration of the Drug Treatment and Recovery Services Fund

Requires the committee to conduct an analysis of effective methods to address substance abuse in Oregon and submit a report to the Legislative Assembly by September 15, 2027

Restructures Behavioral Health Resource Network grants to flow through counties and federally recognized Indian tribes, with a 15% cap on administrative and law enforcement costs, prioritizing funding for detoxification facilities, sobering centers, treatment facilities, and peer recovery support services

Sets minimum funding for the Drug Treatment and Recovery Services Fund at the total amount deposited during the biennium beginning July 1, 2023, adjusted for inflation each subsequent biennium based on the Consumer Price Index
