Oregon Business Development Department must study establishing the "Port of Central Oregon" as an inland port in Deschutes, Jefferson, and/or Crook counties to coordinate infrastructure, improve trade mobility, and promote economic development

Study must address governing body structure, geographic boundaries, foreign trade zone establishment, budgeting/financing options including bonding and taxation authority, and coordination with federally recognized Indian tribes

Study must evaluate potential ownership and operational structures for CORE3 emergency response facility, Bend Municipal Airport, Juniper Ridge area, and other facilities within port boundaries

Report with findings and potential legislative recommendations due to interim economic development committees by September 15, 2027

Takes effect 91 days after 2026 legislative session adjourns; provisions sunset January 2, 2028
