Defines "free play" as spontaneous, voluntary, unstructured, and child-directed activities performed for self-amusement

Defines "guided play" as adult-guided experiences that combine child-directed play with a focus on learning outcomes

Excludes physical education and recess (defined as at least 20 minutes of physical exercise) from qualifying as play-based learning under this provision
