Non-grandfathered health benefit plans must cover preventive health services per federal rules in effect on June 30, 2025, and immunizations recommended by the Public Health Officer without cost-sharing

Public Health Officer may issue evidence-based immunization recommendations, which health plans must cover within 15 business days of publication on the Oregon Health Authority website

Public Health Officer or designated OHA physician may issue standing orders to prescribe drugs or devices to control, prevent, mitigate, or treat infectious or noninfectious diseases or other significant public health concerns

Standing orders must specify the intended beneficiary class, geographic scope, and comply with accepted medical standards; input from local health officers is required unless delay would endanger public health

Declared an emergency measure, taking effect immediately upon the Governor's signature
