Directs the Secretary of State to mail voters' pamphlets to every Oregon mailing address no later than 10 days before the election, with this referendum as the only measure in the pamphlet

Exempts filed arguments from public inspection until four business days after the filing deadline and authorizes the Secretary of State to adopt rules for conducting the election

Declares an emergency, making the act effective immediately upon passage
