Redirects $20 million in lottery bond proceeds from the 2023-2025 biennium away from the Coos Bay Channel Fund and Oregon International Port of Coos Bay to the Urban Flood Safety and Water Quality District for levee improvements along the Columbia River from Sauvie Island to Troutdale

Redirects $20 million in lottery bond proceeds from the 2025-2027 biennium away from the Urban Flood Safety and Water Quality District levee project back to the Coos Bay Channel Fund for deepening and widening the Coos Bay Federal Navigation Channel and Pacific Coast Intermodal Port project design, engineering, permitting, and land acquisition

Amends the Coos Bay Channel Fund statute to update funding source references from the 2023 legislation to the 2025 legislation

Declares an emergency, making the act effective immediately upon passage
