Establishes maximum expenditure limits for capital construction projects across 12 state agencies for a six-year period beginning July 1, 2025, funded by fees and other revenues (excluding lottery and federal funds)

Allocates $645 million to Housing and Community Services Department, including $465 million for LIFT Affordable Rental Housing, $100 million for LIFT Homeownership, and $80 million for Permanent Supportive Housing

Provides $200.25 million to Oregon Department of Administrative Services for projects including $150 million for Labor and Industries Building renovation and seismic upgrade

Increases State Forestry Department allocations by $6 million total: Klamath Fire Cache Warehouse raised from $5 million to $6 million, and Santiam Facility Phase I raised from $5 million to $10 million

Declares an emergency for immediate effect upon passage and separately authorizes $4.3 million in federal funds for the Corvallis Armory Service Life Extension project (six-year period beginning July 1, 2021)
