Memorial resolution honoring Moses Ross (June 20, 1966 – April 23, 2025), a community advocate known as the "Mayor of Multnomah Village" in Southwest Portland

Recognizes his career as owner of political consulting firms Smart Voter Contact and PoliticalRobocalls.com, winning Reed Awards (2010, 2013) and multiple AAPC "Pollie" Awards for excellence in political campaigning

Acknowledges his community service including establishing Southwest Portland's first tiny pod village for houseless residents as President of the Multnomah Neighborhood Association, and serving on the Multnomah County Charter Review Committee that led to Measure 26-200 (Portland Honest Elections), which passed with over 87% voter approval

Notes his Democratic Party involvement as cofounder of the Democratic Party of Oregon Latino Caucus and delegate to the Democratic National Convention in 2008, 2016, 2020, and 2024

Designates Moses Ross as honorary "Mayor Emeritus of Multnomah Village" and directs that a copy of the resolution be presented to his daughter, Emma Ross
