Honors the Association of Oregon Counties (AOC) on its 120th anniversary, originally founded in 1906 as the State Association of County Judges and Commissioners before becoming the AOC in 1936

Recognizes Oregon's 36 counties for administering elections, maintaining the property tax system, operating courthouses, and providing social safety net services including public health, mental health, and veteran services

Acknowledges AOC's historical achievements including supporting federal "Payment in Lieu of Taxes" legislation (1930s), championing Oregon's first county planning law (1947), and advocating for the Secure Rural Schools Act (2000)

Credits the AOC with creating the County Assessment Function Funding Assistance Account (1989), the Integrated Road Information System (1990), and helping establish the Regional Solutions Program (2014)

Encourages continued collaboration between the Legislative Assembly and county partners to serve Oregon residents
