Combines the separate conduct report and conduct complaint processes into a single streamlined process, with the Legislative Equity Officer preparing a written "complaint statement" summarizing allegations after reviewing conduct reports

Limits public disclosure of investigation records to only the final investigative report, which becomes disclosable when delivered to the conduct committee (for legislator respondents) or upon determination of remedial measures (for non-legislator respondents)

Authorizes the Legislative Equity Officer to pursue voluntary alternative resolution of investigations through mediation, informal negotiation, or restorative justice techniques at any time before a final report is issued

Allows participating impacted parties to withdraw allegations prior to the investigative report being finalized, while permitting the officer to continue investigations without impacted party participation if evidence supports doing so

Establishes definitions for "legislative business" and "workplace" to clarify the rule's scope, including virtual locations and anywhere legislative business is conducted, and adds "status as a victim or survivor of domestic violence" to protected classes
