Further providing for lifetime limit, for payments to counties for services to children, for departmental administration of county child welfare services, for needs-based budgeting process, for review of county submissions and for limits on reimbursements to counties; further defining "exempt hospital"; further providing for administration; providing for managed care organization assessments; further providing for other prohibited acts, criminal penalties and civil remedies and for repayment from probate estates; providing for limit on claim reduction and for false claims; and providing for necessary action to qualify the Commonwealth for additional Medical Assistance funds under the American Recovery and Reinvestment Act of 2009 (Public Law 111-5, 123 Stat. 115).
