Directing the Legislative Budget and Finance Committee to study the "flip model" of educating students and to prepare a comprehensive report on the history and proven effectiveness of this reversed class structure model, and to identify low-performing schools in this Commonwealth that the Department of Education should invite to participate in testing this model for the duration of one complete academic school year.
