Amending Titles 53 (Municipalities Generally) and 66 (Public Utilities) of the Pennsylvania Consolidated Statutes by: --In Title 53: As to local transportation in first class cities: In general provisions: further providing for definitions, for legislative findings, for advisory committee, for rates, for power of authority to require insurance, for contested complaints, for driver certification program, for budget and assessments and for funds; providing for transportation network services; and making editorial changes; --In Title 66: In general provisions: further providing for definitions; In contract carrier by motor vehicle and broker: further providing for declaration of policy and definitions; further providing for the regulation of taxi and limousine services; and providing for the regulation of taxi transportation network services and for transportation network services.
