Proposes a constitutional amendment to reduce Pennsylvania House of Representatives seats from 203 to 151 members, while keeping the Senate at 50 seats

Districts must remain compact, contiguous, and as nearly equal in population as practicable, with counties, cities, boroughs, townships, and wards kept whole unless absolutely necessary

Requires passage by the General Assembly in two consecutive sessions, followed by voter ratification at a general or municipal election

Amendment would take effect beginning with the first General Assembly session after the 2040 reapportionment
