Amends Pennsylvania's Underground Utility Line Protection Law to mandate that all construction, reconstruction, alteration, repair, improvement, or maintenance of natural gas gathering lines use only steel products produced in the United States

Defines "gathering line" as a pipeline used to transport natural gas from a production facility to a transmission line

References the Steel Products Procurement Act of 1978 for the definition of "steel products"

Applies only to gathering line construction performed on or after the effective date

Takes effect 60 days after enactment
