Amends the Human Services Code to expand department authority beyond license refusal and revocation to include imposing penalties and mandating corrective actions against child residential facilities

Adds four new grounds for enforcement action: more than three violations of a child's specific rights under 55 Pa. Code § 3800.32; violations of restraint use requirements; violations of staff hiring, training, and supervision requirements; and failure to provide Department of Education-approved educational programs

Authorizes penalties including fines on facilities and mandatory disciplinary procedures against staff members responsible for violations

Requires written notice by certified mail when the department imposes penalties or mandates corrective actions, in addition to existing notice requirements for license refusal or revocation

Takes effect 60 days after enactment
