Establishes the Small Business Road Construction Mitigation Grant Program within the Department of Community and Economic Development to provide grants to small businesses impacted by public utility road construction projects lasting more than 90 days

Limits eligibility to for-profit businesses with 10 or fewer employees located in designated construction mitigation zones that can demonstrate significant revenue decline due to the construction

Caps grants at $15,000 per calendar year or the documented revenue decline, whichever is less

Requires the department to prioritize grants based on rate of revenue decline, construction duration, proximity to the project, traffic disruption severity, and loss of parking/pedestrian access

Mandates annual reporting to the legislature and PA Public Utility Commission beginning September 1, 2026, and imposes a penalty of two times the grant amount for fraudulent applications
