Amends Title 30 (Fish) of the Pennsylvania Consolidated Statutes to add Chapter 57 establishing definitions and procedures for handling at-risk, derelict, and abandoned boats on Commonwealth waters and public property

Authorizes municipalities and law enforcement agencies to investigate problem boats and requires notification to the Fish and Boat Commission within 7 calendar days of discovery, with subsequent notice to boat owners via certified mail, in person, or electronic means

Owners must remove, repair, salvage, store, or junk identified boats within 14 calendar days of receiving notice or face having the boat removed at their expense, with loss of ownership rights after 30 calendar days for derelict or abandoned boats

Establishes criminal penalties including a third-degree misdemeanor with fines up to $5,000 plus restitution costs when recovery and disposal costs exceed $2,500; otherwise a first-degree summary offense applies

Provides liability protection for persons involved in notification, investigation, recovery, or storage of boats under this chapter and grants the Fish and Boat Commission authority to promulgate related regulations; takes effect 180 days after enactment
