Amends The Fiscal Code (Section 507) to establish continuing appropriations for the restricted account within the Agricultural College Land Scrip Fund, funding agricultural research programs and extension services at Pennsylvania's land grant university

Requires the State Treasurer to begin payments no later than 10 days after an appropriation or transfer becomes effective, distributed in equal monthly installments throughout the fiscal year

Prohibits payments from being withheld, delayed, or blocked under any other law, and mandates the State Treasurer fulfill payment obligations regardless of whether general support appropriations exist for the land grant university

Takes effect 60 days after enactment
