Authorizes Pennsylvania municipalities (cities, boroughs, incorporated towns, townships) to perform replacement or remediation of private sewer and water laterals when determined to benefit public health or public water/sewer systems

Municipalities performing such work are not deemed owners of the private laterals and have no ongoing maintenance obligations unless voluntarily assumed

Allows use of public funds and municipal employees for these projects, requiring municipalities to consider availability of resources and competing demands before proceeding

Requires municipalities to use "best efforts" to utilize supplies made or assembled in the United States; if unavailable, the governing body must adopt a resolution documenting the waiver and compliance efforts

Maintains existing competitive bidding requirements and ethics law restrictions (65 Pa.C.S. § 1103) for actions taken under this section; takes effect 60 days after enactment
