Increases the background check fee for firearm purchases from $2 to $6 per buyer or transferee

Raises the firearm sales surcharge from $3 to $10 per firearm sale, with proceeds deposited into the Firearm Instant Records Check Fund

Removes the provision that allowed dealers to complete firearm sales without an instantaneous records check during electronic system failures lasting more than 48 hours

Eliminates the paper-based application/record of sale backup system that was previously required during electronic background check system outages

Takes effect 60 days after enactment
