PA HB1053

Prohibits per diem payments to members of the Pennsylvania General Assembly for days of service, including any payments that would qualify as per diem under the Internal Revenue Code

Requires legislators to submit documentation of actual expenses incurred in order to receive reimbursement, rather than receiving flat daily allowances

Preserves other forms of legislator compensation including salary, benefits, and reimbursed expenses that are not per diem payments for individual days of service

Abrogates any existing rules and regulations that conflict with the new per diem prohibition

Takes effect 60 days after enactment and amends the Public Official Compensation Law of 1983
