Changes Holocaust, genocide, and human rights violations instruction from optional ("may offer") to mandatory ("shall offer") for all Pennsylvania school entities beginning with the 2027-2028 school year

Expands required curriculum topics to include indigenous tribes and slavery, the Jim Crow era, different forms of apartheid government, and genocides committed across Australia, North America, South America, Africa, Asia, and Europe

Extends the definition of "school entity" to include nonpublic schools in addition to school districts, charter schools, cyber charter schools, intermediate units, and career and technical schools

Requires the Department of Education to update curriculum guidelines by the 2027-2028 school year and mandates in-service teacher training programs for instructors teaching these subjects

Directs the State Board of Education to conduct a study and report to the Governor and legislative education committees by November 30, 2029 on how school entities are implementing this instruction
