Amends the Pennsylvania State Lottery Law to reduce the minimum percentage of lottery ticket sales revenue dedicated to elderly property tax relief and transit services from 20% to 10% for fiscal years beginning after June 30, 2025

Adds language requiring the lottery to be managed to generate maximum profits to sustain or increase funding for senior programs and to mitigate the use of other funds

Removes the previously scheduled increase that would have raised the dedication percentage back to 25% starting in fiscal year 2029

Takes effect immediately upon enactment (changed from original 60-day delay)
