Amends Pennsylvania's Agricultural Area Security Law to expand the Land Trust Reimbursement Program, changing fund allocation from permissive ("may") to mandatory ("shall") and requiring the State board to make annual allocations by March 1

Increases reimbursement for land trusts purchasing agricultural conservation easements from the previous $5,000 per easement limit to up to $2,500 per acre or 50% of appraised value, whichever is less

Establishes annual fund allocations: the greater of $1,000,000 or 80% of restored funds for easement purchases (capped at 10% of total annual allocation), plus $200,000 plus 20% of restored funds for transaction expenses (up to $10,000 per easement)

Requires land trusts to provide matching funds equal to the reimbursement amount, with up to 50% of the donated easement value counting toward the match; easements must be perpetual, at least 10 acres, and contain at least 50% or 10 acres of cropland/pasture

Mandates transfer of easements to the eligible county or another nonprofit entity if a land trust ceases to exist; takes effect 60 days after enactment
