Increases annual maintenance payments to municipalities for transferred state highways from $4,000 to $12,500 per mile

Establishes automatic cost-of-living adjustments to maintenance payments beginning February 1, 2028, occurring every 24 months

Adjustments will be calculated based on the percentage increase in the Consumer Price Index for All Urban Consumers, rounded to the nearest dollar

Requires the Department of Transportation to publish notice of each automatic adjustment in the Pennsylvania Bulletin

Takes effect 60 days after enactment
