Amends the Medical Practice Act of 1985 to create a pathway for international medical school graduates to obtain full, unrestricted medical licenses in Pennsylvania

Requires applicants to have performed physician duties for at least 3 years outside the United States

Applicants must demonstrate competency as determined by the State Board of Medicine and maintain good standing for 2 years after receiving a temporary license

Requires proof of a physician employment offer at a Pennsylvania health care facility before full licensure is granted

Takes effect 60 days after enactment
