Licensed eligible organizations may accept credit cards, debit cards, mobile payment services (Venmo, PayPal, Cash App), and other electronic payment methods for games of chance, except Chapter 9 licensees cannot accept mobile payment services

Licensed organizations may conduct raffles and reveal winners through websites, social media platforms, or mobile applications

Online raffle ticket purchases require location verification to ensure buyers are within Pennsylvania and age verification to confirm buyers are at least 18 years old

Organizations conducting online raffles must comply with federal law prohibiting unlawful internet gambling (31 U.S.C. relating to prohibition on funding of unlawful Internet gambling)

The act takes effect 60 days after enactment and abrogates 61 Pa. Code § 901.506 to the extent it conflicts with the new payment provisions
