Commission membership includes the Secretary of Education, Secretary of Health, and at least 12 vision care professionals from nonprofit organizations that provide eyeglasses to children, with three-year terms after initial staggered appointments

Commission must develop a statewide plan to provide vision screenings, eye examinations, and glasses to students at little to no cost, and coordinate with local nonprofit vision care providers

Annual report due December 31 to the Governor and General Assembly on children's access to eye exams and glasses, including program achievements, trends, and legislative recommendations

Commission members receive no compensation; implementation contingent on General Assembly appropriations to the Department of Education or Department of Health, with authority to accept public and private grants
