Amends Pennsylvania's Cosmetology Law to add a definition for "mobile unit" as a self-contained, enclosed mobile unit at least 24 feet in length that is licensed by the board and complies with health and safety regulations

Expands the definition of "salon" to explicitly include mobile units where cosmetology services are performed by licensed cosmetologists

Exempts mobile unit salon owners from the requirement to obtain a new license when changing location, unlike fixed-location salons

Takes effect 60 days after enactment
