Amends Pennsylvania vehicle code to require drivers under 18 years of age to wear a properly adjusted and fastened safety seat belt system

Requires drivers to ensure all vehicle occupants ages 8 through 17 are secured in properly adjusted and fastened safety seat belts

Establishes a $75 fine for child passenger restraint violations, with fines deposited into the Child Passenger Restraint Fund, and a $10 fine for other seat belt violations

Limits citations for drivers under 18 to one violation regardless of the number of unrestrained passengers ages 8-17 at the same time and place

Takes effect 60 days after enactment; convictions do not constitute moving violations and no additional court costs apply
