Establishes the Pennsylvania Food Bucks Program to provide nutrition incentives for SNAP recipients purchasing eligible fruits and vegetables at SNAP-authorized retailers including farmers' markets, grocery stores, and corner stores

SNAP recipients receive a minimum benefit incentive of 40 cents for every $1 of SNAP benefits spent on eligible produce

Requires the Department of Agriculture to select a Pennsylvania 501(c)(3) nonprofit grantee with experience in healthy food incentive programs to administer the program for at least two years

Creates the Pennsylvania Food Bucks Program Account as a restricted General Fund account, with at least 60% of funds going directly to partner organizations or SNAP recipients for produce purchases

Mandates biennial program evaluations with public reporting on incentive spending, county-level geographic distribution, and participating retailers; takes effect 120 days after enactment
