Establishes the Investigation and Prosecution of Internet Crimes Against Children Program within the Pennsylvania Commission on Crime and Delinquency

Authorizes grants to law enforcement agencies to create or support task forces of state/local investigators, prosecutors, forensic specialists, and education specialists targeting internet crimes against minors under 18

Covers violations related to human trafficking, sexual offenses, sexual abuse of children, unlawful contact with minors, and sexual exploitation of children committed via the internet

Provides supplemental funding to task forces already receiving federal ICAC (Internet Crimes Against Children) grants under 34 U.S.C. § 21116, and supports training in best practices for detection, investigation, and prosecution

Requires the Commission to adopt guidelines and a scoring process for awarding grants, including consideration of geographical distribution of task forces across the state
