Agencies must prepare zero-based budget plans that include descriptions of each activity, statutory justification, itemized expenditures for minimum and current service levels, and estimated adverse impacts if discontinued

Agencies must rank all activities by their relative contribution to overall agency goals and purposes

Takes effect 60 days after enactment
