Establishes the Adult-use Cannabis Program within the Department of Health, allowing individuals 21 and older to legally use cannabis for personal purposes in Pennsylvania

Creates a "farmer-grower" permit system with $2,500 application fee, $2,500 annual permit fee, and $2,500 renewal fee; permits are limited to one per person and restricted to enclosed indoor facilities of 10 acres or less

Requires farmer-growers to sell adult-use cannabis only to licensed grower/processors under the existing Medical Marijuana Act, not directly to consumers

Imposes a 1% gross receipts tax on grower/processors for adult-use cannabis sales from farmer-growers, with the tax absorbed into pricing rather than added as a line item

Takes effect only upon enactment of a separate law legalizing adult-use cannabis in Pennsylvania, with the Secretary of the Commonwealth required to publish notice of such legalization
