Replaces outdated terminology throughout Pennsylvania's Administrative Code, changing "drug and alcohol abuse and dependence" to "substance use disorder" and updating related language like "mental retardation facilities" to "intellectual disability or autism diagnosis"

Adds a statutory definition of "substance use disorder" as a pattern of use of alcohol or other drugs leading to clinical or functional impairment

Changes the State plan review requirement from annual to at least every three years, with a public hearing held at least 30 days before adoption of amendments

Updates references to individuals affected by addiction, replacing terms like "drug and alcohol abusers" and "dependent persons" with "individuals with substance use disorders" or "individuals in recovery from substance use disorders"

Takes effect immediately upon enactment
