Schools cannot charge fees, impose barriers, discriminate against students receiving these services, or retaliate against families or providers seeking to deliver services on school premises

Private pay providers must complete all state-required background checks and provide proof of licensure and certification before working on school premises

The Department of Education must develop implementation guidelines and model agreements for schools and providers, with disputes resolved by an impartial hearing officer prioritizing the student's best interests
