Amends the Taxpayer Relief Act to protect senior citizens from losing property tax and rent rebate eligibility when their household income exceeds limits solely due to Social Security cost-of-living adjustments

Persons eligible for the rebate as of December 31, 2024, will remain eligible despite exceeding income limits caused by Social Security COLA increases

Sets an expiration date of December 31, 2028, for this eligibility protection provision

Replaces a similar expired provision from 2012 that protected rebate eligibility through December 31, 2016

Takes effect immediately upon enactment
