Authorizes Pennsylvania to join the Dentist and Dental Hygienist Compact, allowing licensed dentists and dental hygienists to practice in other participating states through a "Compact Privilege" without obtaining separate licenses in each state

Requires licensees seeking compact privileges to hold an unrestricted license in a participating state, pass National Board Examinations, graduate from accredited programs, complete clinical assessments, and meet any jurisprudence requirements of remote states

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency with one commissioner per participating state to administer the compact, maintain a data system, and promulgate rules

Compact becomes effective when enacted by seven states; participating states must implement criminal background checks, accept national board examinations, and report adverse actions and significant investigative information to the shared data system

Active military members and their spouses are exempt from Commission fees for compact privileges; the compact takes effect 60 days after enactment and requires ratification by at least six other states before becoming operative
