Amends the Pennsylvania Regulatory Review Act of 1982 to add new requirements for agency regulatory analysis forms

Requires state agencies proposing regulations related to fuel, energy, or electricity production, transportation, or use to include an analysis of potential electricity cost increases

Mandates that the analysis address both temporary and long-term electricity cost impacts, along with potential negative effects on low-income residents

Applies to any proposed regulation that may have any impact on electricity prices

Takes effect 60 days after enactment
