Establishes the Public Transit Security Grant Program as a competitive grant program within the Pennsylvania Department of Transportation to fund projects that prevent, reduce, or mitigate crime related to public transit operations or improve public transit employee safety

Creates the Public Transit Security Grant Program Fund in the State Treasury with continuing appropriation to the department for awarding grants

Eligible applicants include municipal governing bodies, Commonwealth agencies, local/regional public transit authorities, and associations representing public transit providers

Department must begin accepting applications within 180 days of the act's effective date and approve or deny applications within 60 days of receipt, with automatic denial if no decision is made

Requires the department to submit a report to the General Assembly at least every three years detailing the number of grants awarded, recipient names and addresses, and how funds were used
