Amends the Home Improvement Consumer Protection Act to require property owners claiming exemption from contractor registration to maintain ownership and possession of the residence for one year after completing construction

Creates a new category of home improvement fraud for individuals who fail to register as a contractor and instead make improvements as an "owner" with intent to sell the property without ever residing in the home

Targets "house flippers" who circumvent contractor registration requirements by falsely claiming owner status while renovating properties for immediate resale

Applies to contracts entered into on or after the effective date, with the act taking effect 60 days after enactment
