Requires insurers to directly reimburse EMS agencies for dispatched 911 emergency medical services at 350% of the Medicare rate for ambulance services in the same geographic area, with payment due within 45 days of receiving a bill.

Prohibits EMS agencies from balance billing patients beyond standard cost-sharing amounts (copayments, coinsurance, deductibles) when insurers pay the required rate.

Removes the previous requirement for EMS agencies to register with the state department and maintain a registry to receive direct insurer reimbursement.

Prohibits insurers from requiring EMS agencies to contract with them as a condition of receiving reimbursement under this section.

Takes effect 60 days after enactment; violations of fundraising restrictions are subject to the Unfair Trade Practices and Consumer Protection Law.
