Requires the Pennsylvania Department of Health, in consultation with the Department of Human Services and Insurance Department, to implement a mobile application promoting awareness of pregnancy, prenatal, postpartum, newborn, and infant care health programs

Department must develop a competitive bidding process within 90 days of the effective date to select a mobile app vendor, with priority given to vendors with experience reaching mothers eligible for Medicaid or medical assistance

Mobile application must provide education and resources in multiple languages, be available on Android and iOS platforms, include Pennsylvania-specific program information, and meet clinical standards from CDC, NIH, ACOG, AMA, and AAP

Vendor payment set at $10 per member per month, with total annual payments capped at $500,000 regardless of user numbers

Act takes effect 60 days after enactment
