Establishes a framework allowing Pennsylvania electric customers to subscribe to off-site community solar facilities and receive bill credits for their share of electricity generated, with guaranteed savings required and no upfront fees, sign-on fees, credit checks, or termination fees permitted.

Caps community solar facility size at 5,000 kW for standard facilities and 20,000 kW for brownfield or rooftop installations, requires no single subscriber to exceed 50% of capacity, and mandates at least 50% of capacity be subscribed in 25 kW or smaller subscriptions.

Requires the Pennsylvania Public Utility Commission to establish bill credit rates within 180 days, promulgate permanent customer participation regulations within 365 days, and develop standardized disclosure forms in English and Spanish for residential customers.

Mandates prevailing wage compliance under the Pennsylvania Prevailing Wage Act for all community solar construction work, with violations subject to fines of 10% of bill credit value multiplied by estimated 25-year production.

Protects non-participating ratepayers by minimizing costs shifted to non-subscribers, requires utilities to purchase unsubscribed energy at wholesale rates, and caps net crediting fees charged to solar organizations at 1% of bill credit value.
