Extends unemployment compensation coverage to H-2A visa agricultural workers by removing the exemption that previously excluded these temporary foreign agricultural workers from the definition of covered "employment"

Requires employers to count labor performed by H-2A workers when determining whether they meet the thresholds for agricultural employer coverage ($20,000+ in quarterly wages or 10+ workers for 20 weeks)

Removes outdated references to January 1, 1982 date limitations in the Unemployment Compensation Law related to agricultural worker coverage

Applies to service performed after December 31, 2025, with the act taking effect 60 days after enactment
