PA HB1160

Amends the Pennsylvania Election Code to require county boards of elections to conduct a statistical recount of a random ballot sample after each election using counting methods different from those used in the original count

Statistical sample must include at least 2% of votes cast or 2,000 votes, whichever is lesser

Adds new requirement for county boards to randomly select three precincts during each general, primary, or municipal election and conduct a hand count of all ballots in those precincts

Takes effect 60 days after enactment
