Each General Assembly member must conduct a public meeting in their legislative district to receive public comment on proposed constitutional amendments or statewide ballot questions

For constitutional amendments, meetings must be held within 8 months after publication of the required notice following the General Assembly's first passage of the proposed amendment

For other statewide ballot questions, meetings must occur after the plain English statement is prepared but before the question is submitted to voters in referendum

All public meetings must comply with Pennsylvania's open meetings law (65 Pa.C.S. Ch. 7)

The act takes effect 60 days after enactment
