Requires insurers sending reimbursement payments to patients for out-of-network emergency medical services (EMS) to include a detailed notice explaining the payment's purpose

Notice must specify the date of service, EMS agency name, patient's responsibility to pay the EMS bill, and any copayment, coinsurance, or deductible amounts owed

Patients must be informed they can negotiate with the EMS agency but cannot pay less than the reimbursement amount received from the insurer

Notice must be printed on red paper, on a separate page, with "STOP" in 24-point bold type and "Read this notice before depositing payment" in 18-point bold type

Takes effect 120 days after enactment
